The mother of Grace Lynch has said there should be “no repercussions” for Gardaí who pursue scramblers.

In January, the 16 year old teenager was hit by a scrambler bike in Finglas and died in hospital soon afterwards. An 18 year old man has been charged in connection to her death.

The Government has responded by passing Grace's Law through the Oireachtas, which bans the use of scrambler bikes in all public places.

However, earlier this week, a Garda was handed a driving ban after pursuing illegal scramblers.

On The Claire Byrne Show, Grace Lynch’s mother, Siobhán, said she hoped the legislation would “save lives”.

“I'm happy that the law is going to be passed tomorrow,” she said.

“But to me, Grace's law will mean nothing unless there's enforcement with the law that the Gardaí can do their job and the Gardaí can do their job with no repercussions for catching scramblers.”

26/01/2026 Dublin, Ireland. Flowers are left at the scene on Ratoath Road in Finglas, Dublin, where a 16-year-old girl Grace Lynch died after being struck by a scrambler motorbike on Sunday afternoon. The pedestrian was taken to Connolly Hospital in Blanchardstown, where she later died from her injuries. Gardaí have arrested a teenage boy under Section 4 of the Criminal Justice Act, 1984, in connection with the incident. Two other teenagers on the bike sustained non-life-threatening injuries. Ms Lynch added that she believes there are also safety issues with scooters and e-bikes, adding that she had been contacted by a number of elderly people who said they had nearly been hit by them.

“We want to see registration and insurance,” she urged.

“We'd like to see protective gear, speed limits.

“All those measures that we want put in place, because we all know that a lot of these e-bikes and e-scooters and e-scramblers are being used for the same purposes as the scramblers.

“And there's a lot of underage children using them and they've no regard for the safety of people on the mounted footpaths.”

Ms Lynch continued that there should be legal consequences if their child misbehave on the roads.

“If anything happens, the parents get fined; I want parents to take full responsibility for anyone underage driving,” she argued.

“If anything happens, the parents are fully, solely responsible and fined.

“And we want big fines to happen now for the vendors that are selling them.”
