West Brom midfielder Youssouf Mulumbu was stretchered off as his Democratic Republic of Congo team and Cape Verde settled for a scoreless in their Africa Cup of Nations group match.
The result leaves both sides trailing Tunisia in Group B after the Carthage Eagles beat Zambia in the early kick-off.
