Nphet became ‘de facto decision maker’ rather than simply an adviser to Government - that’s according to a new study by law experts in Trinity college. The report says some steps taken in fight against Covid-19 were ‘perhaps heavy handed’ and has criticised a lack of transparency on how decisions were reached.
