Enda Kenny's comment comes as the Cabinet meets today to discuss the implications of last week's landmark ruling by the European Court of Human Rights in relation to Louise O'Keeffe.
The court ruled that the State is liable for the sexual abuse she suffered while a national school pupil.
Support groups are now calling for a redress scheme to be set up for other sexual abuse victims. But the Taoiseach was hesitant to say whether this would happen:
