Mandy Kelly case: International arrest warrant to be issued for dad who abducted his kids

Mandy Kelly has been doing everything in her power for the last three years to get her kids back, after their father abducted them in Egypt. 

News this week has the Government hoping to get an international arrest Red Notice warrant issued for their father soon. 

“Over three and a half years ago, my then partner and our two children, Zane, who was only three and a half at the time, and Kareem, who was 16 months months, we went on what was supposed to be a family holiday to Cairo,” Ms Kelly told Lunchtime Live.

“On the day before we were supposed to leave, so, on March 11th, 2022, my children were forcibly taken from my care. 

“From then until now, I have used every avenue, both legal and diplomatic open to me in order to secure the return of my two children.” 

Ms Kelly’s two children were abducted by her former partner, who is Egyptian, but had been living in Ireland for five years prior to the incident. 

According to Ms Kelly, she has not spoken to either of her children since the date they were abducted.

“There’s an Irish arrest warrant against my former partner and a European arrest warrant, which have been issued in previous years,” she said. 

“I had very kindly offered – and did so through the appropriate legal and diplomatic channels – to drop the charges against my former partner. 

“Obviously, this was done in the best interest of my two children.” 

Interpol notices

Ms Kelly said that while there is already a yellow Interpol notice issued for the boys, as well as a blue notice issued by the Egyptian authorities. 

“Unfortunately, they haven’t acted on this, and I have been advised – as well as the Irish authorities have been advised – that the Egyptian authorities will only act with a red Interpol notice,” she said. 

“So, what I require is joined up coordination, not operational direction, to ensure where the statutory tests are met – and I believe that they have been met – that the red notice pathway is provisioned and resourced.” 

Ms Kelly is hoping that through her next visit to Cairo, that the red notice should be issued, and that it will lead to the eventual return of her children to her care.
