Joe Schmidt has admitted that a lack of game time with Leinster cost Ian Madigan a starting place against Samoa.
With Jonathan Sexton injured, the No 10 spot was up for grabs for tomorrow's clash.
Ulster's Paddy Jackson, who has been getting regular game-time at provincial level, got the nod ahead of Madigan to replace Sexton.
Ireland head coach Schmidt said Jackson has impressed the coaching team this season.
"Ian is a player I know really well and have a lot of time form," he said.
"He's had limited opportunity this year which obviously affects his opportunity to impress whereas Paddy has had that continuity of game-time. He's shown a progression through that game-time. He was able to convince us that he was the right man for the job to start with
