It seems just like any other casting call: an agent announcing open auditions for roles in an upcoming film. It's a fairly common practice - the Harry Potter films, for example, were largely cast in this way - but this time rumours abound that Disney might just be looking for the next Star Wars stars.
The call itself does not name the film in question, instead just explaining it's a Disney film and outlining some general character details:

Numerous sites, including BBC, are speculating that this all might be referring to Star Wars: Episode VII. The UK & Ireland focus of the auditions suggests whatever the call refers to will be filmed locally - and Episode VII will indeed be filmed at Pinewood Studios near London. The character details - looking for a young man and woman - also conform to alleged 'leaks' concerning the new film's lead characters.
Whatever the film being cast, Irish hopefuls should pay attention: following auditions in several UK locations, the casting team will be moving to Dublin's Filmbase for auditions on November 23rd and 24th.
The call could provide us with the first hints about the main characters for Episode VII. With the girl described as an orphan and the male lead said to have "grown up without a father's influence", fans will surely speculate whether or not the focus will remain on the extended Skywalker and Solo families as has been rumoured.
Saoirse Ronan has previously stated that she has auditioned for a role in the film, but stressed "so has everyone". Carrie Fisher, Mark Hamill and Harrison Ford are all expected to return. All three were largely unknown when cast as the leads in the original film.
Confirmed details on the film, due out in 2015, remain thin on the ground. It was, however, recently confirmed that director J.J. Abrams and Empire Strikes Back writer Lawrence Kasdan have taken over scripting duties from Michael Arndt.
