Would widening the hard shoulder ease motorway congestion?

As Senator Anthony Lawless told Newstalk Breakfast that the N4/M4 could perhaps be widened to incorporate a bus lane, AA Ireland's Conor Faughnan tells Ivan that he isn't convinced that this will solve the motorway's congestion problem. In particular, the hard shoulder is meant to be a safety provision, much like a fire escape provides that function for a house.
