Illegal, illegitimate, and unworkable. That’s what a new report has concluded about the UK government’s proposed Troubles Amnesty. Emmet McConamey’s 11-year-old brother Stephen was killed by a British Army Soldier in Derry in 1982 and Emmet spoke to us this morning.
