People Before Profit TD Richard Boyd Barrett has said there needs to be "proper transparency" from the expert advisory group which advises the National Public Health Emergency Team (NPHET).

The Dún Laoghaire deputy says he has sought documents since March on this issue.

He told Pat Kenny more should be known about who is advising and forming public health advice.

"Since early March, one of the things that I've been asking for in writing, orally, to the Taosieach at various briefings, in the Dáil are for the minutes of the expert advisory group - which are the scientists and the experts who are advising NPHET.

"I haven't got them; I've had multiple commitments to get these minutes - it seems to me any scrutiny and oversight and understanding of decisions that were made over the last couple of months would critically involve knowing what the actual expert advice was".

"For reasons that simply escape me, but worry me, they have not - despite two months of requests - agreed to publish those minutes".

"I certainly think that it'd be the case that NPHET would be more heavily populated by people who work for the HSE - they would be people with serious qualifications... I've no doubt about that.

"But the expert advisory group would be made up of practicing scientists and clinicians.

"In the case of most of the sub-groups one or two from the sub-group would be on NPHET as well.

"I would certainly like to know what advices, recommendations and discussions that expert advisory group had about they key decisions as things went along".

"In a certain sense it seems to me - although this is where we need this oversight and scrutiny of this whole structure - that NPHET probably balanced to some degree between advices it was given by the experts, resource issues that probably preoccupied the HSE itself, and the Government - and whatever political priorities they may have had".

"We need proper transparency".

"For example, after questions started to be asked in the first couple of weeks of March about nursing homes, a specific sub-group was set up on elderly and vulnerable people.

"It is amazing that such a sub-group didn't exist prior to those discussions, when it was known for a long period of time that the disease particularly affected the elderly.

"So it would seem to me that it is only because questions started to be asked and pressure started to be exerted that as an after-thought a sub-group was set up.

"We don't know what that sub-group said, what it did, what recommendations it gave to NPHET."

"There was a whole number of other sub-groups, and we know little or nothing about what they did, what they discussed, what advice and recommendations they gave to NPHET".
