Dublin Bus drivers have been told to turn off their radios while driving.
The National Bus and Rail Union (NBRU) has hit out at the policy, saying they "utterly refuse" to accept it.
It also claims the company is attempting to implement the policy "unilaterally without agreement".
The NBRU says while it supports not using mobile phones while driving, it cannot accept the inclusion of transistor radios in the list of banned items.
NBRU secretary Brian Young says they are instead advising members to regulate themselves.
The union says: "Failure to withdraw the above item from the list will result in this union advising all members not the use the two way radio system except in dire emergency situations where personal safety is at risk"
It adds that they will be referring the matter to the Workplace Relations Commission (WRC).
In reply, Dublin Bus says it has "a longstanding policy prohibiting the use of mobile phones and electronic devices while driving".
"This is part of driver safety training. We are now implementing a zero tolerance policy to reinforce this message to employees", it adds.
