The president of the International Olympic Committee says its credibility hasn't been damaged by its handling of Russia's doping scandal.

Thomas Bach's been speaking after the organisation decided against banning all of the country's competitors from Rio, despite a report finding evidence of state-sponsored cheating.

Instead, a three-person panel will approve decisions made by each sport's own governing body.

Bach says the IOC has broad support for its decisions.

"I don't think this event will be damaging," he said.

"What you should not forget in all this debate is the broad support the IOC executive board has in this decision. This decision in the IOC executive board was unanimous."
