There's a first call up for Crystal Palace defender Marc Guehi, who was born in Ivory Coast.
Arsenal's Ben White and Burnley's Nick Pope have also been recalled - but much of the fallout will focus on the omission of Rashford, who has started just three Premier League games since the turn of the year.
"It's a difficult time for him, he's clearly not at his best," Southgate said.
"We know a lot of about Marcus anyway, we know what he can bring to us and hopefully he can rediscover that form we know he's capable of."
He also addressed the absence of Rashford's Manchester United teammate, Jadon Sancho.
"Because the other attacking players in the squad are slightly ahead of him at the moment in our feeling.
"You can see the names there: Phil Foden, Raheem Sterling, Bukayo Saka, Emile Smith Rowe, Jack Grealish, if you look at the seasons they've had.'
