Driver error is being blamed for the October crash which left Formula One star Jules Bianchi fighting for his life.
Details of an investigation have been released by the sport's governing body, the FIA.
It claims the Marussia driver did not slow down sufficiently to avoid losing control and smashing into a recovery vehicle during the Japanese Grand Prix.
Shortly after the crash, Marussia claimed that their driver did slow down, stating that they were "shocked and angered" by assertions to the contrary.
Bianchi remains critical but stable in hospital with severe head injuries. He is breathing unaided but remains unconscious.
