The Management Committee of the GAA has moved to end the confusion over the rules governing penalties or 20 metre frees in hurling.

In an effort to curb the technique used by Cork goalkeeper Anthony Nash, the Management Committee has ruled that the action of lifting the ball off the ground does not constitute a strike.

However, players will no longer be able to move inside the 20 metre line before taking a shot.

The free-taker can move the ball back as far as seven metres before the line but must strike the ball on or before the 20 metre line.

Meanwhile, defenders on the goal-line will not be able to move towards the free-taker until after the ball has been struck.
