The Irish Fiscal Advisory Council are releasing their Pre-Budget Statement - assessing the economic and budgetary situation ahead of Budget 2022. They say that while Government has a plan, it is risky and avoids hard choices. Ciara spoke to Sebastian Barnes, Chairperson of the Fiscal Council.
