Dublin City Council are proposing changes to parking enforcement that could mean people who commit parking offences like parking on footpaths, bus lanes and cycle paths could face fines instead of having their vehicles clamped. Is a straight up cash fine a better deterrent than clamping?  To discuss Shane was joined by Independent Councillor Mannix Flynn and Dublin Cycling Campaign spokesperson Kieran Ryan.
