The new planning regulator has told the department of Housing changes to council development plans in Cork to allow for an outlet store to be built in Carrigtwohill should not be allowed.  

 Kenneth O’Flynn, independent Cork city councillor  believes power should be given back to local coucnillors should to grant planning permission.
