The Health Minister has criticised his cabinet colleagues for 'kite flying' ahead of next month's announcement of Budget 2016.

Leo Varadkar says none of the terms of the budget have been decided upon.

This week, the Taoiseach said increased budget spending for 2016 will be capped at €1.5bn.

There have been numerous reports around tax cuts including the rate of capital gains tax, inheritance tax and a reduction in the Universal Social Charge.

But Minister Leo Varadkar, says the details of next year's budget should be held back until the official announcement on October 13:
