The Taoiseach says he cannot give Junior Minister Lucinda Creighton what she wants in the abortion legislation as that would make it unconstitutional.
The European Affairs Minister looks set to be the most high profile revolter when the final votes on the legislation takes place on Wednesday.
She says she cannot support the laws if the suicidal intent provision remains within it. It is widely speculated that she may lose the party whip on Wednesday.
She has given no indication as yet of how she will vote on the Protection of Life During Pregnancy Bill. However it is believed that she may vote against the government.
Minister Creighton has tabled a number of amendments to the legislation including the removal of the suicide clause.

But speaking in Waterford this afternoon Enda Kenny says he cannot change that provision.
