The Chief Executive of the Road Safety Authority has reiterated his call for a second investigation into the penalty points controversy.

Noel Brett says the Garda Ombudsman should carry out an inquiry into the scrapping of penalty points by members of the force.

However, the government has already said it will stick to its decision to refer the matter to the Garda Inspectorate instead, which looks at overall policing issues rather than individual officers.

Noel Brett told Newstalk's Breakfast that the initial report by an Assistant Garda Commissioner raised further questions that need investigation:

Meanwhile, the Transport minister yesterday confirmed the introduction of new tougher road safety measures - including penalty point changes, a third type of driving licence and new rules for learner drivers and novice drivers.

Leo Varadkar said the measures are designed to make Irish roads the safest in Europe. "Last year was the safest year on record - this year we're more and less where we were last year, we're up by about two" he said.

"But our target is to become the safest country in Europe on the roads; (we're) currently in fifth place".

"By the end of the current strategy by 2020, we want to be up there with that core groups of countries that are safer than we are" he added.

Breakfast presenter Chris O'Donoghue asked Noel Brett, when the changes will be made law?
