A government minister has said there so many reports on Portlaoise Hospital "that we're short of a plan".
Foreign Affairs Minister Charlie Flanagan, who is a TD for Laois-Offaly, said "I want the people of Laois Offaly and beyond to have confidence in the health services".
"There is the absence of a concrete plan that would involve investment at Portlaoise Hospital", he told Newstalk Breakfast.
A Health Service Executive (HSE) report said that the 24-hour emergency department at the hospital was not clinically sustainable.
It also recommended the removal of complex surgery.
The Taoiseach Enda Kenny has said his advisors were briefed on the report, but they postponed implementing it until the autumn.
While a HSE review into maternity services at Portlaoise, University Hospital Limerick and the Midland Regional Hospital has also recommended a full review of nine out of 28 cases.
It looked at cases from 1985 to 2013 and found there were possible issues relating to the care of the patients.
And it recommended that nine cases be subjected to a full systems analysis review.
Mr Flanagan told Newstalk Breakfast there needs to be a calmer atmosphere to get things done.
