New rules are to force pornography sites to have safeguards in place to stop children from logging in.

A new Online Safety Code will see major websites required to have effective age verification to block underage access to porn or violent content.

Taking a selfie and uploading a form of ID are some age verification methods that could be brought in.

However, the media watchdog has said no one form of verification can be 100% effective in preventing children from seeing inappropriate material.

Porn sites will also have to report on how they prevent children from seeing inappropriate content.

Coimisiún na Meán Executive Chairperson Jeremy Godfrey said EU-wide rules will apply to major digital platforms based here or in other member states.

"We regulate the platforms that have their European headquarters in Ireland," he said.

"That does include many of the largest internet platforms, but it has to be an international effort.

"We collaborate with our counterparts in other EU member states and with the European Commission.

"So... it doesn't matter whereabouts in Europe that a platform is based, similar rules will apply," he added.

A public consultation on a draft Online Safety Code for video-sharing platform services opened last month.

The finalised code will form part of Ireland's overall online safety framework, which will also include the EU Digital Services Act and the EU Terrorist Content Online Regulation.

"These platforms will have to protect children from specific types of harmful content," Coimisiún na Meán said.

"This includes cyberbullying, online content that promotes or encourages a feeding or eating disorder and online content that promotes or encourages self-harm or suicide.

"The measures include using robust age verification technology to make sure that children are not exposed to inappropriate content, such as pornography.

"As part of these measures, parents must also be given the tools to ensure that children do not encounter illegal or harmful content online," it added.

Once finalised, the code will be legally binding on designated video-sharing platforms based in Ireland.

Coimisiún na Meán will be able to impose fines of up to €20 million for breaches.

The consultation is open for responses until Friday, January 19th.
