UN sponsored peace talks are set to continue with Syrian opposition and government leaders agreeing to meet.
The Saudi-backed High Negotiations Committee had called for blockades on besieged towns to be lifted and a ban on airstrikes implemented before talks got underway.
However they have now agreed to attend talks in Geneva.
Meanwhile, the Netherlands has announced it is going to join in American-led airstrikes against IS targets in Syria.

Five people have died in an avalanche in the Canadian province of British Columbia.
The victims were part of a large group of people riding snowmobiles in the McBride area.
A spokesperson for the local police said the avalanche appears to be "human-triggered."

The US State Department says 22 emails on White House candidate Hillary Clinton's private server have been marked for the first time as top secret.
Seven email chains, covering 37 pages, are being withheld in full for containing material representing the highest level of classification.
State Department spokesman John Kirby said the messages were not classified at the time they were sent, but would not say whether Mrs Clinton sent them herself.
