The final touches are being put in place for Budget 2016.

A cut in the Universal Social Charge is one of the main measures likely to be announced on Tuesday.

The Irish Times reports that the Department of Health is set to receive another €600 million, with over €400m for Social Protection, €100m for transport, and €50m for education.

With the state finances healthier than expected, the Coalition has already committed to paying a Christmas bonus for those on social welfare.

The Government is being urged to declare a national homelessness emergency.

Activists are holding a sleep-out to mark World Homeless Day outside the Dáil this evening from 8pm.

Organisers say they were moved to take action following the death of Jonathan Corrie near Leinster House last year.

Other sleep-outs will be taking place across the country, including Cork, Waterford, Galway, Cavan, Mayo, Limerick and Tipperary.

The funeral of Cathriona White - former girlfriend of Hollywood actor Jim Carrey, takes place in Tipperary today.

The Immigrant Council of Ireland is joining forces with a number of European organisations to tackle human traffickers.

The body says it is concerned about the low numbers of refugees who are successful in their applications for asylum both in Ireland and the wider European area.

The project has received funding through the EU.

New figures show that more than half a million people have made their way to Europe so far this year - double the number for all of 2014.
