Micheál Martin says the government's failure to deliver on pre-election promises has sapped the public's trust in politics.
The Fianna Fáil leader was speaking after a poll in the Sunday Independent topped by Sinn Féin, showed coalition partners Fine Gael and Labour drop three and two points respectively.
Fianna Fáil also saw a drop in support, down one point to 20.
