There has been a significant drop in the number of teenagers who smoke.
A report from the 'Show Me ID' campaign says nearly one in ten (7.9%) 15 to 17-year-olds smoked last year.
That is down from 1-in-5 (21%) in 1998.
The organisation trains retailers to identify young people who are not legally allowed to buy cigarettes.
Almost 2,500 shop-keepers accessed the service so far this year.
Since 2011, 8,264 retailers have signed up to complete the Show Me ID programme.
Shop owner Aaron Massey said: "Show Me ID is currently the only youth access prevention programme available to shop owners to ensure that their staff are trained on exactly what they should do when selling cigarettes."
"It teaches staff when to ask for ID, what types of identification to accept, how to spot fakes and how to deal with customers who are underage".
"My staff are much more confident and skilled at identifying potential underage customers and asking for valid ID’s after completing the training", she added.
