Luxembourg's Prime Minister Jean-Claude Juncker is to tender his resignation this morning - over a scandal involving the country's secret services.
The former head of the Eurogroup of finance ministers and Europe's longest serving leader has become embroiled in the scandal - involving illegal phone-taps, corruption and even a dodgy car dealership.
Juncker last month survived the country's first confidence vote in 150 years over a separate scandal.

He says he may return to public life - within a new political mandate.
