Citizens who were not born in Ireland should be allowed qualify for jury service.

That's according to recommendations from the Law Reform Commission in a report on jury service.

It takes account of concerns that the existing law for jury selection doesn't allow for panels that are representative of the community.

Another concern is the extent to which wireless technology might allow jurors in the jury room to search online for information about an accused, rather than limit their decision to the evidence presented.

The report, launched today by Supreme Court Judge Mr Justice Adrian Hardiman, also calls for new laws to make it a criminal offence to tamper with a jury.

Jurors should also receive a "modest" daily payment for expenses, the final report says.

The report has also recommended that judges be allowed to empanel up to three extra jurors where a case is estimated to last more than three months.
