Major concerns have been raised over standards and practices in Ireland's State-run care facilities.

Analysis of inspections of care homes by the health watchdog HIQA has found that from 2013 to date, not one Health Service Executive (HSE) centre is fully compliant with standards.

HIQA has carried out over 900 inspections since 2013, and has found that State facilities fare particularly poorly.

Barnardos CEO Fergus Finlay says we need to better house those with disabilities.

"We're spending an awful lot of money on providing, what should be, homes" he told Newstalk Lunchtime.

"We never call these residential centres 'home' - we used to call them 'homes', but we never called them 'home', but that's what they are for the people who live in them".

"You have to come to the conclusion this isn't a money issue".

He says the €900m being spent on these homes - roughly €112,000 per annum per person - is being spent wrongly.

"If you're staying in a four star hotel...at 300 a night, you wouldn't spend €112,000 in a year".

"If we're spending 112,000 per adult, per annum on centres that are grossly inadequate in terms of the dignity, the lifestyle choices, the happiness of the people who live in them we're doing something really, fundamentally wrong".

"Somebody is going to really suffer from neglect in some of these situations".

"We're spending an enormous amount of money on this very badly", he added.
