22 modular homes will be completed and ready to move into in Ballymun in north Dublin by the end of the month.
There has been a delay of around two months after protests at the site and weather disruption.
The homes will be for people currently on the homeless list and are the first of 135 modular homes to be built in the Dublin area.
The Housing Minister Alan Kelly says the modular homes have been constructed in just 25 working days.
Speaking at the site earlier today, Minister Kelly said they are "incredible units... [They] show the quality of housing that can be developed in such a short space of time".
The homes were originally due to be completed by Christmas, but - according to the contractor - poor weather and protests at the site led to delays.
Protesters had blocked the entrance to the site at Poppintree, amid fears that the project would impact on plans for social housing in the area.

The remaining modular homes are to be delivered over the course of the year. They will be located on sites at Belcamp Avenue in Coolock/Darndale, Mourne Road in Crumlin, Cherry Orchard in Ballyfermot and St Helena’s Drive in Finglas.
