A Fine Gael TD has lashed out at people who spend their money on cigarettes and alcohol, but then refuse to pay their water bills.

Catherine Byrne says people can't get out of an obligation to pay a bill for a service they need.

"This bill is about taking responsibility for being a civic person living in the society that we live in," she said.

She was speaking in a Dáil debate on laws allowing for unpaid water bills to be taken from wages and welfare payments.

Deputy Byrne says people who spend money on luxuries, but don't pay their bills, need to think again:

However, a Sinn Féin TD says he's confused by Byrne's claims that opponents of water charges shouldn't buy drink or cigarettes.
