The PwC review won't suggest blame for any individual involved with the development of the hospital and its overspend.
The Terms of Reference say the examination of what happened should establish the sequence of events that led to the cost increases and identify key areas of focus.

The Irish Defence Forces has said it is "surprised and disappointed" by negative comments from Kilkenny Hurler and former soldier Colin Fennelly.
The sports star said there is "no job satisfaction" in an army career and said the forces need a complete revamp.
Speaking to Off The Ball about his experience, Fennelly said Defence Force members had "nothing to do" and that his time there was marked by "absolute boredom.”

Italian man extradited to UK to face charges over Sean Cox assault
An Italian man has been extradited to the UK in connection with an assault on Irishman Sean Cox outside Anfield last year.
Mr Cox, from Dunboyne in County Meath, was seriously injured in an attack before Liverpool’s Champions League semi-final against AS Roma last April.
He has now spent several months at the National Rehabilitation Hospital in Dun Laoghaire.
Harris says alleged leak of abortion details 'grotesque and disgusting'
The Health Minister Simon Harris has said it is "grotesque and disgusting" to think the details of a patient who had a medical abortion could have been leaked.
It was also alleged that the woman was later contacted by a bogus counselling service and verbally abused.
The woman had received a medical termination at Holles Street Maternity Hospital.
