Review of rising costs of new children's hospital to stop short of blaming individuals

The review of the rising costs of the National Children's Hospital has been told to stop short of finding individual culpability.

The PwC review won't suggest blame for any individual involved with the development of the hospital and its overspend.

The Terms of Reference say the examination of what happened should establish the sequence of events that led to the cost increases and identify key areas of focus.

The Oireachtas Public Accounts Committee yesterday heard the total cost of the project will be around €1.7 billion.

The estimated cost for the new hospital - which will be located on the campus of St James's Hospital in Dublin - has risen from an original estimate of €650 million.

A review signed off on by Health Minister Simon Harris aims to establish what was known, when and by whom.

It will look to "establish the underlying root causes" - such as governance and decision-making structures - that have contributed to the spiralling costs.

But PwC have been instructed to deal with the role and accountability of key parties involved, without ascribing blame to individuals.

"Unacceptable"

The terms of reference have been slammed by members of the Public Accounts Committee.

Chairman Sean Fleming said it means you can blame the system but not blame any individual.

Labour TD Alan Kelly, meanwhile, called the terms of reference 'unacceptable'.

He said: "Ultimately PwC are doing a box ticking exercise for the Department of Health and the Government.

"They won't find out what went wrong as regards to individual decision making and who is responsible."

Speaking today, Health Minister Simon Harris said: "Let me be very clear - there will be accountability in relation to this. I was very clear on this at the Health committee as recently as Tuesday.

"Let me even go further - there will be personnel changes in relation to some people involved in the governance structure in relation to this."

Earlier this week, Minister Harris said the new hospital must be completed despite what he admitted was a "colossal" cost overrun.

The review of the rising costs is due to be completed by March 22nd.
