The Social Protection minister says she expects core social welfare rates to remain unchanged in the budget.

Speaking at her Department's pre-budget forum this morning, Joan Burton said welfare spending is a vital way of getting people to spend money.

The welfare budget is set for a cut of €440 million in October's Budget.
