Transdev has reportedly offered non-driver grades of Luas staff a 13% pay hike until 2019.

Luas ticket collectors and traffic supervisors are reported to be close to a deal with management, and will ballot on the proposal over the weekend.

The new pay proposals would see an increase of 10% in phased payments for all staff by 2019 with an additional long service increment bringing the total potential increase to over 13%.

Staff will also receive a once-off "lead-in" payment of €750 payable at the end of this year, RTE have reported

Workers would have to compromise on productivity, and voluntary plain clothes inspections.

Drivers, meanwhile, are due to meet with Transdev on Monday, and are expected to be offered a similar deal.

The moves follows positive talks between Luas operators Transdev, and Luas traffic supervisors and revenue protection staff.

Kieran Mulvey from the Workplace Relations Commission (WRC) says it is not their fault this dispute is ongoing.

"We never failed - the parties don't agree," he said. "The commission has no statutory powers to impose a settlement, and neither would we wish so."

With a potential raft of disputes on the way this summer, acting Jobs Minister Richard Bruton says politicians should not get directly involved.

Industrial action planned for this weekend were called off by drivers earlier this week in a bid to facilitate talks.
