Marriages can then begin as soon as a commencement order is signed, which could take place within a fortnight.
Justice Minister Frances Fitzgerald welcomed what she said was a momentous moment for Ireland.
Grainne Healy is chairwoman of Marriage Equality.
After a lengthy campaign for social change, the journey through Leinster House has been fairly quick.
It first appeared in the Dáil four weeks ago, and it only arrived in the Seanad on Tuesday, where Sentor David Norris urged people to use different terminology from now on.
