Michael Garcia has distanced himself from the FIFA report that has cleared Russia and Qatar of any corruption relating to them being awarded the next two World Cups.
The American attorney conducted the investigation, but says Judge Joachim Eckert's final report "contains numerous materially incomplete and erroneous representations".
Garcia says he will appeal the findings of the report.
“Today’s decision by the Chairman of the Adjudicatory Chamber contains numerous materially incomplete and erroneous representations of the facts and conclusions detailed in the Investigatory Chamber’s report,” he said.
Eckert found that any rule breaches by bidding countries were "of very limited scope".
