Tour de France champion Bradley Wiggins says he does not believe that Lance Armstrong was racing clean when he returned to professional cycling in 2009.

During his two-part interview with Oprah Winfrey last week, Armstrong had insisted that the last time he had used performance enchancing drugs was during his seventh Tour de France victory in 2005 and he was adamant that he had not doped when he came out of retirement in 2009 and 2010.

But Wiggins, who finished third behind Armstrong in 2009, now says that he believes that the American is lying when he claims he was clean during his comeback.

The Olympic time trial champion has also admitted to watching the interview with Oprah after previously saying that he had no interest in watching it.

"I just don't believe anything that comes out of his mouth anymore"

World cycling governing body, the International Cycling Union has set-up an independent commission to examine the Armstrong doping scandal.

The three person panel will meet tomorrow for the first time and one of their first tasks will be to decide if they can include a process of truth and reconciliation.

Critics of the commission, which include WADA and USADA, have refused to beocme involved because there is no pomise of amnesty for witnesses that come forward to testify.

Meanwhile, readers of Armstrong's inspirational books have filed a lawsuit against the cyclist in California.

It alleges that Armstrong duped readers into believing the books were true accounts of the cyclist's accomplishments done without performance-enhancing drugs.
