Arsenal manager Arsene Wenger thinks the rules over the international transfers of players under-18 need to be changed.
Barcelona have been given a year-long ban from signing anyone after they were found to have brought in minors from outside Spain.
One of FIFA's reasons for blocking transfers is if parents move countries with their children for football reasons rather than their own.
Wenger believes that regulation is outdated.
"The parents will be tempted to give a chance to their young boys to have a chance to make a great career, and just not to move the children because of that looks impossible to be respected in the future," he said.

Meanwhile one of the players he has nurtured is on the comeback trail. Aaron Ramsey's excellent early season form came to an abrupt end after injuring his thigh in December.
Wenger confirmed that the Welsh midfielder is available for selection again as the Gunners prepare to take on Top Four rivals Everton.
"He's a real box-to-box player so it's good that we have him back, especially as that is an area where we are short," said the manager.
