Sebastian Coe says world athletics' governing body, the International Association of Athletics Federations will wait to hear what Russia has to say about a damning report into claims of widespread doping before deciding on whether to impose sanctions.
An independent commission set up by the World Anti-Doping Agency has recommended the country is suspended from athletics competitions.
It accuses Russia of state-supported cheating, which has been denied.
But IAAF president Seb Coe says they have a deadline to respond.
"I've given the Russian Federation until the end of the week to answer those allegations and to give my counsel a full and comprehensive response," he said.
