The Six Nations stakeholders have released a statement to say that a positive meeting took place in Paris today.
Howevers fears over the future of the Heineken Cup continue to persist.
All six member Unions and representatives from the Top 14, Aviva Premiership and the Welsh regions were all in attendance at the meeting.
In a statement, they stated: "The meeting was constructive and progress made, with all parties working towards a European competition."
The Welsh union have released a similar statement adding their cautious optimism is based on a detailed structure of actions to be pursued immediately.
It now looks likely that a new 20-team tournament will be created, which will be be run by the Six Nations committee and will replace the existing Heineken Cup format.
The Pro 12 will provide seven competing clubs with one guaranteed place for the highest ranked Irish, Welsh, Scottish and Italian side.
It is believed that significant headway has been made in the areas of revenue split, qualification and governance but the major stumbling block now is the two conflicting TV deals with BT and Sky for the rights to European rugby.
