FIFA has been criticised by anti-corruption investigator Michael Garcia who says the organisation needs more transparency and greater leadership.
Garcia is investigating alleged wrong-doing in the 2018 and 2022 World Cup bids.
The president of world football's governing body Sepp Blatter has said the lawyer's report will not be published.
But in a speech this afternoon, Garcia's spoken out against that decision.
"It's one thing to tell people that a rigourous process is in place. It's another thing to show them. FIFA have built a system that should inspire confidence that things have changed for the better. Showing that to the public serves FIFA's best interests," said Garcia.
