FIFA's executive committee are set to be asked to vote next week on whether the report into the World Cup bidding process should be published.
Germany's Theo Zwanziger has put forward the proposal, on the condition the names contained in Michael Garcia's report are redacted.
The executive committee will meet in Marrakech next Thursday and Friday.

The agenda also appears to show that more information about the findings will be revealed.
American attorney Garcia described FIFA's summary of his report as "erroneous".
