There has been pressure on the organisation to reveal more of American lawyer Garcia's investigation.
He resigned from the FIFA ethics committee after disagreeing with the summary of his report, which cleared Qatar 2022 and Russia 2018 of wrongdoing in the bidding process for those World Cups.
