The French Government recently launched a smartphone app that gives 300 euros to every 18-year-old in the country for cultural purchases like books and music, or exhibition and performance tickets.

It hasn’t quite gone according to plan, as many of the young people have used the money for their existing interests - such as comic books.

But is the initiative a good idea?
