There have been more than 3,000 no-shows for driving tests so far this year.

Which means 3,000 working hours of RSA testers being wasted so far this year. At a time when there’s a backlog of people waiting.

Some drivers are exploiting a legal loophole that enables them to renew their learner permit so long as they show they have applied for a test.

So, should there be consequences?
