What is the Aircraft Noise Competent Authority, what do they do and what are their powers? In an exclusive Newstalk interview with its new head we try and find out.

Henry McKean visited Dublin airport and the neighbouring township of St Margaret's who have had to cope with aeroplane noise since the airport was established in 1940.
