There are plenty of grants and credit around for research and development for companies. But the bureaucratic effort to get them is often a huge disincentive to apply.  Equally small companies struggle to grow because they can't get the qualified staff or the financing. So what should the government announce later today in the budget to make it simpler for SMEs?
