The Irish Farmers Association (IFA) wants the Government to give farmers more time to pay their tax bills.
The IFA is revealing its pre-budget submission for next year.
The group says farmers' incomes are its top priority, in a year which has seen dairy farmers' earnings affected by the abolition of milk quotas.
It says dairy farmers have seen their milk price drop by over 30% in the last 18 months.
IFA president Joe Healy says there are several factors that need to be looked at.
"We've seen an average farm income over the past few years of somewhere between 24 and €26,000," he told Newstalk Breakfast.
"The income crisis is very severe."
"At this time of then year the beef sector would be fairly static - but we we've seen over the last three weeks since the Brexit vote that the beef prices have fallen by anything between 20 and 25c per kilo."
He says this translates to a loss of about €100 per animal on a 400 kilo animal.
He also says simple tax reforms could make a huge difference to their members.
